The Shinto district grew from its ashes into a major city, one far larger and more heavily populated than before. Shirou also has found an enthusiastic friend in Yabuki Shingo growing up. What would such a presence add to the War, especially if her identity and ties to Kotomine were uncovered Another variant of the idea above being that Shirou IS the last, amnesiac Assassin, with Avalon serving as his Master in the sense of keeping him in the world much like False Assassins tie to the Ryudo gate. His ineptitude in magic is only because what little prana he generates is largely used by Avalon to keep him manifested.
